Texas Lottery Unveils $2 Veterans Scratch-offs
Two days before Veterans Day, the Texas Lottery will start selling $2 scratch -off tickets for veterans.
The state on Nov. 9 will roll out Veterans Cash scratch -offs, becoming the first such ticket dedicated to a cause other than public education.
Sen. Leticia Van de Putte, D -San Antonio, and Rep. Chris Turner, D -Burleson, said Monday the dedicated ticket was created under a new state law and was a tough sell.
Veterans groups plan to let their members know about the new game.
Lottery game expected to bring in $9 million a year for vets
The Veterans Cash scratch-off ticket is predicted to pour $9 million a year into veterans’ services when fully operational, and $5 million through the end of next August. The tickets will cost $2 each, with a top prize of $20,000.
Officials said the lottery commission has printed more than 8.1 million of the scratch-offs, comparable to other $2 games. Sen. Leticia Van de Putte, D-San Antonio, and Rep. Chris Turner, D -Burleson, said Monday the dedicated ticket, backed by veterans’ groups and created under a new state law, was a tough sell.
Criminal Justice
Chris authored a measure to require sex offenders who claim to be homeless to register with their local law enforcement agency every two (2) weeks. This was a top priority for law enforcement, who had seen cases of sex offenders claiming to be homeless in order to evade registration requirements. Chris’s bill was combined with an identical piece of legislation during the committee process, passed both houses and was signed by the governor.
Consumer Protection
Chris wrote and worked to pass the legislation that will require residential electric providers give at least 30 days notice that a fixed rate contract is scheduled to expire, allowing the customer time to shop around and select a new contract. During the 81st Legislative Session, Chris wrote and filed numerous measures aimed at making insurance companies accountable for the high premiums they charge consumer

AUSTIN — A proposed lottery scratch-off game designed to raise money for veterans assistance programs squeezed through the House with one minute to spare Thursday night, gaining momentum in the closing days of the 2009 session.
“It’s just a huge victory for veterans,” said Rep. Chris Turner, D-Burleson, the bill’s House sponsor. “Fortunately, we got to it just in time.”
